UPDATE: We arrived at EZE at about 200 for check in to allow a bit more than the “required” three hours. Delta does not have personnel available until 500 pm! The waiting area is abysmal. Very few chairs, minimal services. By 400 there was a long line waiting to check in- cruise ship passengers. They did open at 430.

Just after you exit the secure area for international arrivals there is a Starbucks to your right. Facing the Starbucks head to the right where there is an open area where they store the luggage carts. Behind all the carts is a HSBC ATM station with 4 ATMs inside. The first one we tried didn't have any cash but the second one did.

With all of the the above in mind, my choice would be to book a hotel in Recoleta. I would check the Loi Suites, Club Francés, Melia Recoleta and Dazzler Recoleta (in that order).
