I haven't really noticed any difference in enemy AI. I do believe that you get more XP when playing on higher difficulties, but not 100% on that. Level 31 here, I think making god like character is lot easier in Fallout4 than in 3 or New Vegas. Level 5 sneak and level 3 ninja is pretty fucking lethal.
