Starting a dedicated server seems to fix this issue though. This guide can walk you through if you want to try that. There will be two folders, servertest and servertest_player. The latter one being your character files and the former one the server map.

Might be a bit of a longshot for you but me and a friend had this issue and i had to restart my WiFi and that was it. I couldn't connect to the steam servers when hosting so it never loaded the pz server. My steam was being weird though not loading my friends list properly and some other stuff so it was definitely my steam rather than pz.
