I would say go for belt as you can increase the favor of the wind shrine before donating spirit petal. Depends on your favour because the sooner you get windy the better but if your favour is low you might want to build it up. Or you could donate it and earn the materials and honey while going for windy bee to get them at the same time. Donate rarer items like Atomic Treats and Gold Eggs to get a lot of favor.
