I got a red one once on a scav but couldn't fire direct from inventory and assumed I needed a flare gun or some shit. Though I feel like people have posted with them just firing them off with no flare gun. You can fire the 1x2 slot flare from you tac rig when you assign it to a key bind. The 1x1 flare needs the flare gun.
