Then push it all the way down and hold until it stops. If it's not defective that should reset it and it will work with the driver side control as well. Take it in for warranty. Correct, if the fuse or relay were blown you wouldn't hear the motor. That the motor is trying suggests fuse, relay, switches, timer are all good - and they very rarely fail anyway. If there was rain the day before and a lot of (road) spray etc, although it's unusual, it's possible that ice formed on the linkage and that can prevent the motor from running. (I agree that there should be some sign of the motor trying.)
