A 4.030 bore 350 block will give you 383 with a 3.75" stroke crank. The SBC 400 has a much larger BBC sized bore of 4.125" so it is bigger and better than the smaller bore motor (it has a bigger crank journal as well as being designed from the ground up for a 3.75" stroke).
