The Shrouded Ghost is supposed to be super rare, that's why it's so sought after. It's why it's the thing of legend and why it's so prized. If Rare keeps nerfing all the valuable and illusive things in the game there'll be little left that's actually special.

It is the "Shrouded Ghost", so having it be .02% in the fog/shroud instead of .01% would make sense. EDIT: Realistically, whose to say this isn't the case without it outright being stated by Rare. The fog is a low random occurance, and there is not real reason to spend much time in the fog.

Shrouded Ghost: Pale white-gray variant with peach-coloured fin and eyes. Extremely rare. Nighttime light makes its body appears much darker, and can be confused for the Crested Queen or Shadowmaw.
