Your having a voltage drop in the start circuit. If it starts when you jump across the starter solenoid than the starter is OK. I do not think there is a relay in the factory circuit on the JD 2950. JD made a relay KIT for many of the tractors.

That's the mid-PTO output stub shaft on the right, below the trans filter. The neutral switch is just to the left of the mid-PTO stub shaft. You can see a red wire going into it. Here's another picture, this time with the Mid-PTO shaft attached to the mower deck (the Autoconnect shaft). I believe the terminals in the connector are female.
