Yes, it's the blueprint that is causing you to spawn empty handed. The trick to fix this is to UNLOCK the attachments (s) that are included with the blueprint. So like game ago i found new bug , it makes your insured weapon as contraband and your insured slot is still on, all you need to do is make your insured weapon go for the backpack weapon slot and done. Then you just do classic 10+weapons bug and you are done. I hope it helps.
