I think you need to have done the Great Fairy Shrine quest (showing the painter a picture of it, available after getting the camera) and the Quest with the 10 Cucco you need to find. At least with that i was able to trigger the quest by talking to her at night in her house. Find the Fairy is a main quest. If you have 75/76 side quests, then the only one you are missing is the one that becomes available once you have completed all of the shrines.
