I don't believe there's an "objectively best build" since every kind of build is viable in PvE and PvP. Some might be easier to use than others, but none are unusable. So far as casting goes, there have really only been 4 game-changing nerfs. The bonus of Clear Bluestone Ring +2, which increases casting speed, was reduced.
