Take the user_empire_designs.txt file and the save games folder and move them somewhere safe like your desktop. Then try launching the game again. Check your antivirus and how it feels about Stellaris and the Paradox Launcher. They made some changes recently that has had antivirus programs eyeing those with suspicion. It sounds to me like something is preventing them from accessing the necessary files in C:\Users\ [USER] \Documents\Paradox Interactive\Stellaris\. Game keeps crashing . ... The solution was fairly simpel, just navigate to where Stellaris is installed (SteamLibrary\steamapps\common\Stellaris) and start the game by running stellaris.exe.
